Business enterprises acting in Russia and the Baltic States or planning to establish themselves there, are in many cases facing a more complicated security environment than in the West. The unknown legislation, business culture and complexity of the authorities, which differ from the Western system, cause extra trouble. The crime and criminality in those countries are problematic. The administrative structure, powers, and inside cooperation within the law enforcement bodies are different and not self-evident to the Western enterprises. Corruption and a different way of operating of the authorities can cause problems in license practice.
